Perhaps by the end of GT, but when we see him in the Super #17 saga, he likely isn't. There's a large gap between Cell, the presumably strongest in Hell at the time, and Super Saiyan Vegetto, unless you have Cell multiple times Rild's strength.

Piccolo still loses here, he is strong enough to survive a KHH from Baby SSJ Gohan who should be Buuha level and he is stronger than GT Cell who in turn surpasses Buuhan himself. But i have a pretty big gap between SSJ Vegito and Buuham, so the Namek still loses here.

Piccolo was still hurt from Baby Gohan's KHH when he was shown sacrificing himself. Maybe he survived it but knew his regen couldn't fix the damage?

That's a good explanation. I still feel survival feats in GT mean more than they do in the manga. For example when Omega survives the BB KHH, Gogeta is surprised that he managed the feat. I see Piccolo's feat in the same way here, it has to mean something.

Even considering the survival, I don't have Piccolo much stronger than his Boo Saga self. Even by GT logic I don't see him making huge gains after the Cell games. Part of me also thinks that it takes Baby some time to control the full power of a new body. No proof just theory there.

Anyway I say Super Vegetto takes this fight with ease.

Implies that hurting him is an impressive power feat. Which, conversely, implies that he has a very high defense, and likely, a very high battle power.

Goten-Baby was effective against Gohan, despite having only possessing Goten a short while before. Seems unlikely that he could do that if he anywhere south of full power.

I was under the impression that Gohan was holding back. He knew that if he went full power against Goten, his brother would be destroyed. The only time Gohan should have been at full power was when Baby made the body swap. Adding to this, Baby has to wait for a Saiyan to considerably raise his power to gain control of it.
